The committee as appointed in November, 1776, to revise the laws, consisted of Thomas Jefferson, Edmund Pendleton, George Wythe, George Mason, and Thomas L. Lee, but as Mason declined to serve and Lee died before having taken part in the preparation, the report was the work of Jefferson, Pendleton and Wythe. Cf. Sabin
