Authorizing and directing the Secretary of Agriculture to engage in a ten-year research program to monitor, evaluate and identify the causes and effects of atmospheric pollution on the growth, health and productivity of forest ecosystems on forest reserves created from the public domain, on forest areas acquired under authority of the Act of March 1, 1911, as amended (16 U.S.C. 515), and on other public and private forest lands, and for other purposes : report (to accompany H.R. 2963) (including the cost estimate of the Congressional Budget Office).
