Summary
On December 20, 1920, H.R. 9389 was passed by the House of representatives of the Sixty-sixth Congress. On May 16, 1921, H.R. 12 was passed by the House of representatives of the Sixty-seventh Congress. Except for some corrections and additions the bills are identical, the corrections and additions being made after a searching and exhaustive examination, and each bill having received the unanimous approval of the committees in charge and of the respective houses of representatives
