Summary
Governor John Letcher's transmittal letter regarding the November 22, 1861 communication from J.P. Benjamin, Secretary of War of the Confederate States, as of September 1861. He requested that Virginia pass the necessary legislation to deal with members of the army who have committed often atrocious crimes, non-military in nature, in the areas surrounding the armies.
