Summary
December 14, 1861 Communication from Governor Letcher to the General Assembly regarding the completion and status of various railroads in the state. Of note, the governor indicated that a railroad connecting the Richmond, Fredericksburg, and Potomac, with the Manassas and Orange and Alexandria Railroads would be vital for the war effort. Various relevant documents were also included in this communication.
