Summary
Contains the 1861 communications of Governor John Letcher and Secretary of the Navy S.R. Mallory, regarding the commissions and ranks of certain officers of the Virginia Navy, following the transfer of the Virginia Navy to the Confederate States. Specifically, the governor transmitted the unanimous advice of the Council to protest the failure of giving commissions to some, and changing ranks in others and requested that the President of the Confederacy and Congress take appropriate action to rectify the variance.
