Summary
公用事业的运营与管制问题是近几十年来学术界探讨的热点问题之一。由于公用事业事关社会公众的切身利益，因此，相关问题也受到了社会公众的广泛关注。20世纪70年代以来，美、英等西方国家掀起了以放松管制、引入竞争为重要特点的公用事业改革浪潮，这一浪潮使西方各国公用事业相关行业的运营方式、产权结构、竞争形态、管制模式发生了巨大变化。伴随着竞争机制的引入和管制模式的改革，反垄断法开始在公用事业领域广泛适用，并发挥越来越重要的作用。
