Summary
1857 Letter of transmittal to the General Assembly regarding a report by Col. Walter Gwynn which reviewed the works on the Cape Fear and Deep Rivers. These works consisted of numerous locks and dams; the dams were consisted permanent, although the locks, guard walls, and abutments were prone to decay. After reviewing each part of the locks and dams, Gwynn estimated that $1,200,000 was needed for upgrade and repair.
