"By act No. 97 of the last Legislature, the Engineer Department was directed 'to make an instrumental survey of the Bayou Têche, with the view of improving the navigation of the same and the construction of locks,' and also 'to make an examination of the Bayou Fusilier.' I have the honor to insert here the report of Mr. R.C. Brent, my Assistant Engineer, under whose superintendence the survey and examinations were made."--Letter of transmittal from Louis Hebert, State Engineer.
