Summary
The letter was written in Lancaster. The correspondent would have already heard about the expedition to Kittanning--Stevenson thought it would be helpful to pay off the valiant soldiers with honor; it would help with recruiting. Alas, he did not have funds to pay them, so what should he do? He had come back to deal with an estate, but observed there was so much bad news from New York "we must in very deed become a Province of France." He went on to list several lost freedoms under the French, but then apologized for his rant.
