Summary
Two documents, the first of which appears to be a cover letter, outlining the act passed by the Scottish Parliament in 1693 which sought to establish an East-West India Company for Scotland's benefit thereby potentially lowering the duties that the English Crown could collect from trade with its North American colonies. In reaction to this development, the Commissioners of Customs recommend restricting trade to only those vessels that sail to and from English or Irish ports. Instructions to this end are detailed in the second document.
