"The petition of the undersigned, inhabitants of the parish of St. Helena and State of Louisiana, duly qualified electors therein, respectfully represent that the Hon. F.H. Hatch has, in the opinion of the undersigned, been duly elected Representative to the Legislature of this State by the qualified voters of this parish; but, that by reason of the frauds and malfeasance on the part of the commissioners of the Seventh Ward Precinct, and other persons, Jacob B. Strickland, the opposing candidate, has obtained the certificate of election."--Page [3].
