Summary
Pennsylvania had laws on the books requiring a ship's master to pay a fee for those persons who traveled to Philadelphia that were deemed likely to become a public charge. The Committee felt these laws made it difficult for His Majesty to "transport" felons of various stripes to the colonies and suggested he disapprove those laws. The other laws were about debt collection, managing elections to the Assembly, a hospital to confine incomers who were sick, and a law that allowed for the naturalization of Protestants who were not Quakers, but also did not believe in swearing an oath. These laws were acceptable. The document was signed by three men in Whitehall on December 5, 1746.
