Includes four documents: 1) Handwritten resolution of a joint select committee of North Carolina to whom was referred a resolution of Vermont. The resolution state that "the legislature of this State are at all times competent to regulate and control its internal concerns, nor will it permit an interference with them, from any quarter whatever." 2) A resolution from Vermont, with the concurrence of the Governor and Council, which states that the "alteration of the constitution of the United States, proposed by the State of Georgia, on the twenty-second day of December, in [1823], 'That no part of the constitution of the United States ought to be construed, or shall be construed, to authorize the importation or ingress of any person of color into any one of the United States, contrary to the laws of such State,' be and the same is hereby disapproved by the Legislature of this State ..." 3) A resolution denouncing slavery and indicating that Vermont will support measures to abolish it, that "are consistent with the rights of the people, and the general harmony of the States." 4) A form letter from the Secretary of State of Vermont to the governors of other states, which transmits the resolutions of the Vermont legislature. This documents are followed by a page showing a handwritten address to Governor Burton, Raleigh, North Carolina.
