Summary
The Assembly detailed a short history of the effort to raise troops. They called for the taxing provisions to remain the same--to follow the Governor's suggestion about the Proprietors was "unconstitutional and inconsistent with the rights of the people." They thought the Proprietors were trying to get out paying taxes. Pennsylvania had to help with the war, so they sent the bill again.
