Summary
Governor Morris notified the Assembly that the Indians had attacked the residents of Tulpehocken and killed many. He needed immediate money to fund a response. He also needed a law to enable him to raise and pay troops, with penalties for desertion, otherwise Pennsylvania was doomed.
