Note
Message from Maine Governor Wm. G. Crosby to the Maine House of Representatives. The message is dated January 4th, 1855. In the report, the governor indicates, "The real object of the proposed act I understand to be, to impose a tax upon all bank stock actually owned by our own citizens, but standing in the names of persons residing elsewhere, for the purpose of avoiding taxation. The object is laudable ... But believing that the provisions of the Bill under consideration, should it become a law, would operate oppressively upon bona fide holders of bank stock resident out of the State, and that they are in conflict with the Constitution of the State, I have felt it to be my duty to withhold my official approval." (Page 2-3).
