Report of a joint special committee "to whom were referred a report and resolves of a joint special committee of the last legislature, together with the memorials of Thomas Thompson, Jr., and the Executive Committee of the Massachusetts Peace Society, on the subject of establishing a congress and court of nations, have had the subject under consideration, and report." (Page 3). A resolution from the committee indicates that "the institution of a Congress of Nations, for the purpose of framing a code of international law, and establishing a high court of arbitration, for the settlement of controversies between nations, is a scheme worthy of the careful attention and consideration of all enlightened governments." (Page 9-10).
