Ordered, that Messrs. Child, Warren, and Fairbanks, be a committee to consider the expediency of suspending temporarily the operation of the 29th section of the 36th chapter of the revised statutes, imposing a penalty of twenty-four per cent, a year upon all such banks as refuse or delay the payment of their bills in gold and silver.
