Summary
On March 24, 1840, the Governor sent a message to the House about four Resolves: a national bankruptcy law, opposition to slavery and the slave trade, the duty on salt, and the right of petition. The state Constitution said all new laws and Resolves were to go to the Governor for his revisal, but if he did revise one or more, that seemed to him to interfere with the Legislature's powers, so he did not change anything.
