On February 9, 1842, the Committee on Manufactures, in response to an order, submitted a report and resolutions. Congress should be working on the revenue laws, including tariffs, and since Massachusetts was a manufacturing state, it should have a voice in the effort. The national debt was rising, but tariffs were problematic because imports were slowly declining. The Committee felt the most just form of tariff was assessed on foreign products that were also produced locally. They waxed eloquent about the value of Labor, discussed the producer/consumer dichotomy, and recommended passage of the Resolves. Resolves concerning the assessment of duties and the protection of industry by the United States, 1842. Discriminatory duties on foreign products would be best. Any advantage given to foreign manufactures stifled production in this country. The Massachusetts Congressional delegation should follow theses guidelines and the Governor should send them to all the states and territories.
