"House of Representatives, April 18, 1838. The committee appointed 'to inquire into the expediency of extending to the several banks of this CommonÂwealth, such aid as may be necessary to enable them speedily and securely to resume and sustain the payment of their obligations in specie,' have duly considered the subject in all its important and interesting relations to the whole community, as well as to the banking institutions, and especially to the business and laboring classes, respectfully, yet earnestly recommend the passage of the accompanying bill, as the most safe and certain aid which can be afforded to the whole Commonwealth, in their present depressed state of anxious suspense."--Page 3.
