Summary
A petition from thirteen persons, citizens of Massachusetts, to the Massachusetts Senate and House of Representatives. The petitioners state that the laws in several states (Georgia, South Carolina, North Carolina, and other southern states) deprive Massachusetts citizens of their rights. Offered as an example is the presumption that persons of color who go to those states are presumed to be enslaved persons who have run away and are thrown into prison. As noted, "there is at this moment, the case of one Mary Smith, a free colored woman, native of this Commonwealth, who, being on her return from New Orleans, whither she had been as a servant, was cast away upon the coast of North Carolina, and was immediately seized, and soon after sold into slavery." (Page 2-3). The text of a resolution of the Georgia Senate and House of Representatives, dated November 30, 1831, is included. The petitioners asked the Massachusetts legislature seek to have the restrictive laws of the other states repealed. The petition notes that the petitioners are not connected with the Anti-slavery Society, and they are writing as citizens of Massachusetts, not as abolitionists.
