On February 5, 1841, the Committee on Probate and Chancery, in response to a petition, issued a report. Mr. Johonnot's will named his wife as executor, left various legacies, and asked for the residue to support the insane poor of Essex County. His wife followed his directions, but when it came to her own will, she asked for her executor to buy several annuities to support various people, and that the residue of her estate go to the Lunatic Hospital in Worcester to support patients therein from Essex County. The hospital did not want the legacy because it meant unequal treatment of patients and there seemed to be a better way to manage the significant sum than buying annuities. There was a majority and minority report. Many people talked themselves around to the idea that the couple meant to support any poor insane people, not just those from Essex County, but the issue of the management of the annuities remained.
