The committee of both Houses on railways and canals, to whom was referred the petition of John F. Loring and others, for authority to construct a rail road from the city of Boston to the town of Lowell, and the remonstrance of the president, directors and company of the Middlesex Canal, against the granting of said petition, and to whom was also committed the message of his excellency the governor, transmitting the survey of a rail road to Lowell, have had the same under consideration, and respectfully ask leave to submit their report.
