Summary
Report of a Massachusetts House committee in response to referrals from other states. The report notes "That the Communication from the state of New Hampshire recommends a more perfect organization of the Militia of the several states; and that the communication from the state of Connecticut contains two resolves, one declaration of the supremacy of the Constitution of the United States ..., the other resolve asserts, that the Judicial Department of the government of the United States is as sacred in its origin, and as invaluable in its purposes and objects, as either the Executive or Legislative Departments. ... The Legislature of this Commonwealth, having recently fully expressed their opinion on these important subjects, it is conceived to be unnecessary to add any thing on the present occasion. To the communication from the state of Maine, however, this remark is by no means applicable. That document maintains opinions on the subject of Internal Improvement, which your committee can neither sanction, nor pass over wholly without notice." (Pages 3-4). The report is signed by Sam. J. Gardner, Chairman.
