"The Committee of Conference, appointed to meet the Committee on the part of the Senate, beg leave to report that they have been unable to agree. The Committee on the part of the House of Representatives, acting in a proper spirit of conciliation, and in view of the immediate necessity of passing the Bill for the Apportionment of the Representatives and Senators throughout the State, and duly appreciating their constitutional obligations, were willing to make any concessions short of a violation of that Constitution which we are all solemnly bound to support. ..."--Page [3].
