Summary
Louisiana bill and report related to the status of free Black persons in Louisiana. The bill states, "Be it enacted by the Senate and House of Representatives of the State of Louisiana in General Assembly convened, That James H. Brigham, and his associates, be and they are hereby authorized to import into the State of Louisiana, for agricultural and other laboring purposes, twenty-five hundred free Africans; Provided, they shall be indentured as apprentices, to labor for a term of years, which the parties may agree upon between themselves, not less than fifteen years." (Page [1]).
