The committee of this House, consisting of one member from each of the counties in the Commonwealth, to whom was referred the subject of the proposed amendments of the Constitution, and so much of his excellency the Governor's messages as relates thereto, ask leave to report : that, at a meeting, at which were present all the members of the committee, with the exception only of those of those from the counties of Essex and Franklin, the merits of the subject referred to them were very attentively examined and considered; and the committee are unanimously in favor of recommending the proposed articles of amendment for adoption.
