"On the petition of the Trustees for perpetuating the charity of Edward Hopkins, setting forth, that in consequence of a petition of the tenants of lands in Hopkinton and Upton, belonging to said trust, the General Court on November 14th, 1787, Resolved, That they should be thenceforward taxed in the same manner with other inhabitants of the Commonwealth, and that the Treasurer should pay the quit rents on said lands, amounting to sixty-six pounds thirteen shillings and four pence, to the Treasurer of said Trustees, on the 26th day of March, annually, that the present Treasurer of the Commonwealth does not think himself authorized by the Constitution, to pay any monies, except for interest, without a warrant from the Governor and Council, in consequence of which three years quit rents were due on the 25th day of March last. Therefore, Resolved, That the Governor be, and he hereby is authorized and requested to draw his warrant on the Treasurer of the Commonwealth, for the payment of said three years' rent..."--Page 31.
