Communication from Charles P. Curtis in which Curtis states "You asked me if I had experienced any inconvenience in my business from the delay of the law--or rather, the administration of it, and what was the cause of such delay; I reply without hesitation, that I have experienced great inconvenience, and my clients have suffered great loss and injury from the delay of judgment in our Supreme Judicial Court, and the principal cause of it is, the inadequacy of the number of the judges to perform the duties with which they have been loaded."
