"The committee of both Houses, who were instructed to consider the expediency of revising the laws of this commonwealth, concerning imprisonment for debt; also to consider the expediency of providing, that debtors arrested upon execution, may be liberated by giving sufficient bonds for their appearance before the County Commissioners, and to give to said Commissioners the powers, now [?]ested in two Justices of the Peace, as to administering the Poor Debtors' Oath; also to consider the expediency of permitting every debtor, who shall have given bond as aforesaid, to notify his other creditors of his intention to apply to said County Commissioners for the benefit of the poor debtors' oath; and that, if such debtor shall be permitted to said oath, his body shall not be subject to arrest in any suit, which shall be brought by any creditor so notified..."--Page [1].
