Summary
Report from a Massachusetts joint committee of the Legislature on the militia. Apparently, having the militia train to the standard of the federal army was being considered. The Committee felt this was unnecessary in both time, expense, and the disruption of labor patterns. Each state had different needs for its militia so training to a federal standard might not be useful. Conclusion: Leave things as they are.
