Summary
The trustees of E. Hopkins charity owned a substantial amount of land that was rented to tenants for a small quit-rent. However, the State of Massachusetts decided these tenants should pay taxes to the state as if they owned the land they rented. The tenants asked the state to be freed from paying quit-rent in addition to taxes; this document cements the arrangement of the tenants paying state taxes, and the government paying the quit-rent from those taxes to the charity's Board of Trustees.

Which is respectfully submitted. Benjamin Gorham, per order. Feb. 2, 1824"
