"The Committee having reported on all the petitions committed to them, and the amount of capital to be employed by the respective corporations, they take the liberty in conclusion to express their opinions, That it is not expedient to renew by law the charters of any of the banks now existing in this Commonwealth. And that provision should be made law for the establishment of the several banks contemplated in this report, with the capitals annexed."--Pages 5-6.
