"If, therefore, as is maintained by the majority, that banks of circulation are demanded by the public interest, and that it is the settled policy of the State that we should have them; and as the principles upon which the Free Banks are created are more just and equitable (being equally safe), as well as more in conformity with the principles of enlightened progress, characteristic of the age, we are constrained to withhold our approval to the recommendations of the Committee on this subject."--Page 5.
