"We the undersigned, two of the committee on the revision of the Constitution, to whom was referred the petition of W.W. Bliss and forty-four others, praying that deserters from the military service of this State or of the United States be disfranchised, would respectfully represent, that the joint committee have had the subject under consideration, and a majority of the said committee not being willing to take any action or make any recommendation in regard thereto, we, as a minority, beg leave to make the following report..."--Page 1.
