Summary
On February 12, 1831, a Select Committee reported out an Article of Amendment. Each jurisdiction with a population of 1200 could elect one Representative, while jurisdictions with 2400 people could elect two, and so on in increments of 2400. The number of people in a jurisdiction would always be determined by the federal Census. Jurisdictions could band together to have one representative and separate later. Every jurisdiction of less than 1200 people could send a representative every other session. The number of people determining the eligibility for a representative could be adjusted upward to keep the total number of representatives at 350. 75 member of the House present was a quorum.
