The number of people in a jurisdiction would always be determined by the federal Census. Jurisdictions could band together to have one representative and separate later. Every jurisdiction of less than 1200 people could send a representative every other session. The number of people determining the eligibility for a representative could be adjusted upward to keep the total number of representatives at 350. 75 member of the House present was a quorum.
