Summary
A report of the Michigan House Judiciary committee, "to whom was referred so much of the Governor's message as relates to the power of the Legislature, under the constitution, to amend existing charters." (Page 1). The committee finds that the Legislature does have the authority to amend charters with changes within the original scope of the charter. However, they do not have authority to make changes such as "conferring banking powers upon either a rail road or insurance company." (Page 4). The report is signed by E. Ransom, Chairman.
