Summary
"The committee on federal relations, to whom was referred the joint resolutions of instruction in relation to the extension of slavery into the territories of the United States, have had the same under consideration, and a majority of said committee believing that slavery is wrong and is detrimental to the interests of our country, and that it should not be extended into any of the territories of the United States where it does not exist; but believing that it will not be so extended without the sanction of positive law, we deem it unwise, impolitic and unnecessary at the present time to instruct our Senators or request our Representatives in Congress to vote for a law prohibiting such extension."--Page 1.
