Summary
Report of the Michigan Senate Committee on State Affairs about a proposed establishment of a workshop or penitentiary in Detroit. The committee supports the proposals and notes "in pursuance of the recommendation of the executive and in furtherance of the views already expressed, your committee have prepared a bill which is herewith submitted. This bill provides a Board of Commissioners who shall, under the restrictions therein named, and under the direction of the Common Council of the city of Detroit proceed to the erection of a suitable building, to be known as the House of Industry of the city of Detroit ..." (Page 4). The report is signed by H. Barns, Chairman.
