"The Joint Committee on Rivers and Canals, to whom was referred the petition of Samuel Hinkley and others for liberty to extend the Hampshire and Hampden Canal to the north line of this State, and to whom was also referred the remonstrance of 'The Union Company,' in Connecticut of 'The Proprietors of Locks and Canals on Connecticut River,' in this State, and 'The Proprietors of the Upper Locks and Canals on Connecticut River,' and to whom was also referred the petition of George Beach, for liberty to improve the navigation of Connecticut river, and in addition to these petitions, to whom was referred a large number of memorials, part of which pray that liberty may be granted for extension of the Hampshire and Hampden Canal, and the other portion for the improvement of Connecticut river, according to the petition of George Beach--having had the subject under deliberate investigation, now ask leave to report..."--Pages 1-2.
