Summary
North Carolina Joint Select Committee report regarding the reasons why soldiers were paid in Confederate Treasury notes and not those from North Carolina. Of note this report was critical of the Treasurer. The report includes evidence and other relevant information regarding this problem. The report concludes, "These notes were not only fundable, but when so funded were, by the provisions of the Ordinance No. 35, re-issuable from time to time. The wants of the Treasury, it is also shown, were pressing and urgent, and but for the course pursued must have stopped payment, as Treasury Notes in sufficient quantities could not have been issued to pay promptly our soldiers, and meet other heavy expenditures which had to be made for the State." The report is signed by J.H. Foy.
