Summary
Minority report of the Louisiana House Committee on the Penitentiary regarding its visit to the institution and review of the operations. The report is complementary of new buildings and machinery, some which replaced a building and machinery destroyed by a fire on June 2d, 1856. Recommendations include a literary program, and a building that would serve as a chapel, chapel, and library. The report lists various reasons against a leasing system for the operation for the prison. The report is addressed to the Speaker and Members of the House of Representatives of the State of Louisiana, and is signed by J.B. Matthews, Chairman of House Committee on Penitentiary.
