Summary
Report, including a minority report, of the North Carolina Joint Committee regarding the penitentiary and a potential location. The majority suggested the Deep River Valley; the minority suggested a small group review of other state penitentiaries before finalizing a decision. An appendix is included, with a contract for building a stockade and an opinion letter regarding various building materials. The report is addressed to W.W.
