Summary
Report, including a minority report, of the North Carolina Joint Committee regarding the penitentiary and a potential location. The majority suggested the Deep River Valley; the minority suggested a small group review of other state penitentiaries before finalizing a decision. An appendix is included, with a contract for building a stockade and an opinion letter regarding various building materials. The report is addressed to W.W. Holden, Governor of North Carolina, and is dated November, 1868. The minority report is addressed to the Senate and House of Representatives and is signed by Wm. M. Robbins.
