"I enclose herewith a report made to me by Matchet Taylor and K.E. Cobb, Engineers, Directors on the part of the State in the Albemarle and Chesapeake Canal. I respectfully invite the attention of the General Assembly to the facts set forth in this report. I recommend that a Special Commission be constituted by the General Assembly to investigate the affairs of this Company, with power to send for persons and papers, and report to that body, so that the necessary steps may be taken to protect the interests of the State in the Company."--Page 1, Letter of transmittal from North Carolina Governor W.W.
