Summary
Message regarding the Civil War in the United States from North Carolina Governor Zebulon Vance to the General Assembly. Governor Vance makes suggestions including changes to the conscription law, problems with desertion, promotion issues and other relevant matters. Includes copies of letters and resolutions sent to Governor Vance by James A. Seddon, Secretary of War; John Gill Shorter, Governor of Alabama; M.L. Bonham, Governor of South Carolina; and Samuel Benezet, Private Sect'y to the Governor [of Florida].

"With the flight of time great events have occurred, and are now crowding upon us. Since your adjournment in December, the invaders of our State have concentrated a large force upon our coast, and are again threatening our remaining seaports and lines of communication. Every preparation possible has been made to resist them, and it is hoped not without success. Still much remains to be done to strength-then our army and add to its efficiency. I beg leave, respectfully, to offer a few suggestions to you on this subject."--Opening paragraph of letter from North Carolina Governor Vance.
