March 21, 1856 report of a portion of the Select Committee appointed to ascertain the facts with regard to publishing amendments to the Constitution in Spanish. In their investigation they found that the proposed amendments to the constitution had not been published in Spanish prior to the previous general election, though they were published in a German paper and in a French paper. The committee indicates that this "neglect or disregard of the requirements of the Constitution by a public officer, should not deprive the people of their right to vote on a subject of such vital importance as the one in question." (Page 4)
