Summary
Report of the Special Committee to visit and assess the condition of the State Insane Asylum in California. The committee found that the institution was too small for the population and thus over-crowded and prison-like for the patients. Numerous suggestions were made in response to this and other determinations. The report is directed to "Mr. President" and indicates that the committee was appointed on behalf of the Senate. It is signed by committee members O. Harvey (Chairman), W.H. Parks, A.L. Rhodes.
