Summary
1862 report of the Joint Select Committee regarding the legality of admitting and the influence of a permanent Chinese population. After reviewing various documents and statements, the committee stated that "Let us stay action, gather facts, study effects, enlighten ourselves and our constituents, and at the right time, and in the right manner, take such steps as will conduce to the greatest good of the greatest number." The report is addressed to "Mr. President" and is signed by R.F. Perkins (Chairman Senate Committee), O. Harvey, G.K. Porter, John E. Benton (Chairman Assembly Committee), G.W. Seaton, W.W. Battles. It is dated March 11, 1862.
